Response

Records account standard-tier consent (administrator and timestamp) on a personal account; a team account is refused (400), because account API keys are served under their owner's personal account. Account API keys that name no project are then served under the standard minimum tier and can use non-EU deployments. Project keys and project-selected requests keep their project policy. If consent is already recorded, nothing changes and the acceptance is not re-dated. Requires a signed-in account owner or admin. API keys are rejected regardless of their scopes.

Whether account API keys that name no project may be served outside the EU: true once standard-tier consent is recorded, when they are served under the "standard" minimum tier. False by default: they are served EU-only, under the "eu-resident" minimum tier. Read-only; derived.
